National Digital Inclusion Action Plan 2026-2030
On 4 February 2026, Stéphanie Obertin, Minister for Digitalisation, presented the second National Digital Inclusion Action Plan (2026-2030), to which more than 30 public, private and non-profit organisations contributed.
Designed to meet the needs of the most vulnerable members of society and ensure that the digital transformation benefits the entire population, the plan brings together 249 initiatives structured around six strategic levers, including strengthening digital skills and facilitating access to digital technology.
Agence eSanté is contributing to these two objectives, among other things through its DSP on Tour initiative. This is a series of information meetings on the Electronic Healthcare Record (Dossier de Soins Partagé; DSP) organised throughout the country in collaboration with various organisations and associations. The aim of these sessions is to provide information on the advantages of the DSP, the possibilities for giving access to healthcare professionals, and how DSP holders can appoint a ‘DSP assistant’, a trusted person authorised to manage the record jointly with or on behalf of the DSP holder. This latter feature also fulfils one of the other objectives of the National Action Plan, namely the possibility for a person with digital difficulties to authorise a relative to carry out certain digital procedures.
